Release valve is at oil tank below the engine, if you have oil temperature gauge it is from side of tank ( it have square hole ) or from bottom ( no oil temp gauge ). You will see that square hole for special oil key - easy to find - just move car to maximum height and you will see it.

So, it is depending how much "good" you want to give to your car .
You should change whole timing belt kit which should contain all belts, water pump, all important pulleys/rollers, then change all filters ( air and fuel ), set-up valve clearance. Then you can change sealing's on valve lifters - when they are old engine is burning oil. Glow plugs is also good candidate to replace.
Then you can change camshaft oil ring, crank-shaft oil rings, clutch, gearbox oil ring - but all this you can make only when there is oil leaks.
You can also change gaskets on oil tank, also on valve cover, then also gearbox oil can be replaced, sealing on both half-axis, etc etc etc.
There is a lot of maintenance you can make on hydraulic, brakes and both axles.

there is a lot of parts to replace! My friend is gonna to replace only timing belt , i've tried to persuade him into replace camshaft oil ring, water pomp, belt stretcher (at least). But we will see what will happen to his engine .
by the way- how much it costs in Chech republic (in authorized citroen service)? (i'm from poland)

Try to do at least whole belt kit with water pump.
Official Czech citroen service are VERY expensive and they don't like ( and many don't know how to ) fixing old cars like BX. It is much better ( from price AND quality perspective ) to visit some small good service which is specializing to older citroens. There is few of those on CR and they are much cheaper then official and much better - they know what and how to fix. Official services are just "replacers" of parts if you know what i mean.
